Well, its part of the set. there should be a man on a push bike following behind. This is also a part completed restoration job. The base is still loose and it is missing the decals and the correct roof sign for Paramount News.  The driver and camera man are there though and I know you can get replacement cyclists, the even turn up on eBay sometimes. So, come the day, it can be fixed up.
